“Project ‘Auyl Amanaty’: Supporting Rural Population of Mangystau Region through Microloans for Agricultural Development”

In April 2022, the President of Kazakhstan approved the “Program for Increasing the Income of the Population until 2025”. As part of the implementation of this program, the “Aul Amanaty” project was launched, aimed at improving the living standards of people living predominantly in rural areas.
For the implementation of the project in Mangystau Region, a sum of 1,200,000,000 tenge was allocated. The funds are provided as microloans to rural residents to scale the project and increase the income of the rural population. The project involves 5 districts – Beineu, Tupkaragan, Mangystau, Munaili, Karakiyan, and the village of Umirzak near the city of Aktau, as well as the villages of Tenge, Rahat, and Kenderli near the city of Zhanaozen.
Within the scope of its authority and upon receipt of applications from district akimats, the society has accepted 204 applications totaling 1,541,828,640 tenge. Of these, the Credit Committee reviewed and approved 165 applications for a total of 1,200,000,000 tenge:
- Beineu District (58 applications totaling 361,642,700 tenge);
- Mangystau District (22 applications, including 1 cooperative, totaling 186,050,000 tenge);
- Munaili District (36 applications totaling 261,751,734 tenge);
- Karakiyan District (13 applications totaling 85,900,000 tenge);
- Tupkaragan District (11 applications totaling 87,161,600 tenge);
- Zhanaozen City (23 applications, including 2 cooperatives, totaling 200,293,966 tenge);
- Aktau City (2 applications totaling 17,200,000 tenge).
Livestock – 811,800,000 tenge for 113 projects:
- Camels – 509 heads
- Horses – 323 heads
- Cattle (KRS) – 79 heads
- Sheep and goats (MRS) – 1,461 heads
- Poultry – 2,500 heads
Crop production – 65,400,000 tenge for 6 projects (550 tons per year):
- 2 projects – open ground
- 4 projects – greenhouse
Other services – 322,800,000 tenge for 46 projects
Lending Conditions:
Lending Areas:
- Livestock, crop production, fisheries, establishment of agricultural cooperatives, poultry farming, and other non-agricultural activities (excluding buying and selling).
Loan Terms and Interest Rate:
- The main loan term is up to 5 years.
- The loan term for livestock projects is up to 7 years.
- The interest rate on the loan is 2.5%.
- A grace period for the repayment of the principal debt and interest is provided for up to 12 months.
- Maximum loan amount: for individual entrepreneurs – 9,830,000 tenge; for cooperative development (only cooperatives) – 31,456,000 tenge.
Main Requirements:
- The borrower must have been registered in the village for at least 12 months.
- The house, apartment, or other properties must not be in an emergency condition and should be no older than 50 years.
- Any changes in the property must be legalized.
- The borrower must have livestock registered in the agricultural animal identification database.
Applicants for Financing:
- Unemployed individuals
- Individuals and/or non-working individual entrepreneurs who independently engage in the production (sale) of goods, provision of services, or other income-generating activities without state registration as individual entrepreneurs.
- Individuals engaged in unpaid family entrepreneurship activities.
- Individuals independently engaged in the production of goods in private household farming for sale (exchange), with income below the minimum subsistence level.
- Agricultural cooperatives operating in accordance with the Law of the Republic of Kazakhstan “On Agricultural Cooperatives.”
- Beginning and active individual entrepreneurs.
